Like totalitarian dictatorships everywhere (cf North Korea), the
Soviet UnionRussia will simply claim they have made the required reductions, when in fact they are likely increasing their numbers.They have done this time and again. And the Reagan enunciated policy of ‘Доверяй, но проверяй’ (trust but verify) simply does not work.
It is next to impossible to verify such details. (Something we should have learned from North Korea, Iran and even Iraq.)

They also promised fresh cooperation on public health issues and revived a joint commission to try to account for missing service members of both countries dating back to World War II…

Soviet UnionRussians stand diametrically opposed to the United States on every issue. This is not an accident. It is a matter of policy.The dictator Mr. Putin views Russia’s national interest as being diametrically opposite to ours. And no amount of honeyed words will change that.
